Add specific configuration for public_flag of birthday.

Birthday is a sensitive profile item. For example, a year-part of the birthday clears up you someone's age.

The public_flag configuration of birthday must be separated by a year-part and other-part.

誕生日の公開範囲に関する特別な設定を追加する。

誕生日は繊細なプロフィール項目で、たとえば、誕生日の年部分により年齢などの情報を公開してしまう。

誕生日の公開範囲は年部分とそれ以外の部分とで分離されている必要がある。
